The Senior B Committee and Ice Hockey NSW have been working together to address concerns regarding excessive penalties and the risk to the players, the league and Ice Hockey NSW. A high level of penalties and the type of play that takes place during games where this is the case is directly proportionate to the amount of injury and severity of injuries. Risk management of adult rec hockey must ensure we meet our obligations and follow the Mission Statement of the Senior Rec League. The Mission Statement agreed to when the Senior B Committee was first formed is as follows:

To embrace competitive hockey among players of various skill levels with a key value of respect and fair play. This league will promote the development and maintenance of skills and growth of the sport, with an emphasis on the social and health benefits of team play and the encouragement of existing and new player participation.
In establishing the following rules many special rules and policy across Canada and the US for adult rec hockey were reviewed. For example Edmonton Rec Hockey in a 30 game season with stop time states after 80 minutes in penalties a player is out for rest of season.

New Senior B competition special rules starting immediately are:

1. Any player accruing a total of 75 penalty minutes in one season (including playoffs) will be excluded from participation in the playoffs and finals.
2. Any player accruing a total of 100 penalty minutes in one season (including playoffs) will be suspended from the Senior B competition for the remainder of the season.
3. Team managers will be responsible for monitoring cumulative player penalty minutes to ensure that players serve their required suspensions or exclusions from play-offs and finals.
4. There can be no appeal for cumulative penalty minute suspensions.
5. Any team accruing 250 penalty minutes in the regular season, prior to the playoffs, will lose two competition points.
6. Any team accruing 300 penalty minutes in the regular season, prior to the playoffs, will lose an additional four competition points.
7. Any team accruing 350 penalty minutes in the regular season, prior to the playoffs, will lose an additional six competition points.
8. Any team accruing 400 penalty minutes in one season will be referred to the Executive for further action.

This is effective immediately for this season and replaces all previous league penalties for excessive penalties incurred.
